Brad graduated in 1982 with a Bachelor of Science degree in Environmental Engineering from the University of Florida and is a registered Professional Engineer in Florida. Brad has dedicated his entire career to public service; he has worked for the City of Tampa for more than 40 years in various capacities.

He was Project Manager for over $250 million worth of wastewater, stormwater and reclaimed water capital improvements. He later served as Deputy Director for the Wastewater Department including overseeing an Optimization Program that updated business processes and saved the City over $20 million. The Program also included the institution of a Skills-based Matrix in six divisions across the City.  As Deputy Director, Brad also authored the City’s Grease Management Ordinance. Brad was the Director of the Water Department from 2006 to 2014 when he was promoted to the Public Works and Utility Services Administrator for the City.  He served in this capacity until February 2020 when he was appointed as the Deputy Administrator of Infrastructure.

Brad’s role as Deputy Administrator entails coordinating and directing three city departments: Contract Administration, Water and Wastewater.  Additionally, he oversaw the transition from private to public operations of the McKay Bay Waste-to-Energy Facility. Brad also serves as Chairman of the Consultants’ Competitive Negotiations Act Selection Committee for the selection of teams to provide engineering, architectural and design-build services for the City.  In addition, he heads up Mayor Castor’s $2.9 billion PIPES (Progressive Infrastructure Plan to Ensure Sustainability) Program.  The PIPES Program will replace or rehabilitate Tampa’s aging water and wastewater systems in a proactive manner including improvements to the David L. Tippin Water Treatment Facility and the Howard F. Curren Advanced Wastewater Treatment Plant.
