Under the leadership of Mayor Jane Castor, the City of Tampa established PIPES (Progressive Infrastructure Plan to Ensure Sustainability), the largest water and wastewater infrastructure plan in our city’s history. PIPES is strengthening Tampa’s foundation while simultaneously providing unique apprenticeship opportunities for Tampa’s workforce in one of our top job sectors: construction.
