Public Comment for a Community Development Block Grant Mitigation (CDBG-MIT) Proposed Application

Background

The City of Tampa is seeking public comment on a proposed application for a CDBG-MIT General Infrastructure Program Grant for the rehabilitation of wastewater collection systems.

In April 2018, the U.S. Department of Housing and Urban Development (HUD) announced that the state of Florida would receive $633,485,000 in funding to support long-term mitigation efforts (following Hurricanes Hermine, Matthew and Irma) through HUD’s Community Development Block Grant Mitigation (CDBG-MIT) Program. The Federal Register Vol. 84, No. 45838, which delineates all program requirements was released on August 30, 2019.

The CBDG-MIT funding is designed to address mitigation needs to ensure that the state of Florida is more resilient to future natural disasters. The Florida Department of Economic Opportunity (DEO) is the lead agency and responsible entity for administering the CDBG-MIT funds allocated to the state. The state of Florida’s Action Plan, which was approved by HUD on April 2, 2020, details how this funding, along with subsequent allocations, will be apportioned to address unmet mitigation needs in Florida that represent targeted strategic investments for grantees based on current or foreseeable risks.

The City of Tampa’s grant application for the Rebuild Florida Mitigation General Infrastructure Program is due September 17, 2021.

City of Tampa Proposal

The City of Tampa proposes to rehabilitate the wastewater collection systems for 8 areas within the City of Tampa. The work will include the rehabilitation of approximately 60 miles of gravity sewers and the rehabilitation of approximately 1,290 manholes that are failing and are causing excessive infiltration. Failure of these pipelines and excessive infiltration can cause wastewater overflows that can significantly impact public health, harm the environment, and cause damage to public and private property. In addition, pipeline failures often cause roadway cave-ins that disrupt traffic.

Gandy Area: The general limits of this area are: North: W. Paxton Ave.; East: S. Dale Mabry Hwy.; South: W. Mango Ave.; West: S. Manhattan Ave.

24th Street Trunk Sewer: Limits of the projects are: N. 24th St. from I-4 to Adamo Dr.

Branch PS Trunk Sewer: Limits of the project are: Hollywood St. from N. Branch Ave. to N. Van Dyke Pl.; Hamilton Heath Dr. from N. Van Dyke Pl. to 12th St.

Downtown Trunk Sewers: Limits of the project are: Morgan St. from Twiggs St. to Whiting St.

Live Oak Square Area: The general limits of this area are: North: Hillsborough River; East: 42nd St.; South: E. Hillsborough Ave.; West: 30th St.

Riverbend Area: The general limits of this area are: North: Fern St.; East: Hillsborough River: South: W. Hillsborough Ave.; West: N. Habana Ave.

Gray Gables/Hyde Park Area: The general limits of this area are: North: W. Kennedy Blvd. and W. North A St.; East: Bayshore Blvd.; South: W. Morrison Ave.; West: S. Lincoln Ave.
