Commercial District

The Palma Ceia commercial district connects a variety of people, places and opportunities. The district links local businesses to adjacent and nearby neighborhoods. It contains a variety of office, commercial and religious uses. Its retail offerings include restaurants, coffee houses, bars, specialty shops and clothing stores. The Neighborhood Commercial District Plan will establish a vision for the area and identify specific improvements that will position the Palma Ceia commercial district as a vibrant, mixed used neighborhood commercial center.

The Study Area

The Palma Ceia Commercial District Plan will address development issues along a 0.5-mile stretch of Bay to Bay Boulevard (one block north and south) from Himes Avenue to the Leroy Selmon Expressway. The study area also includes the commercial areas along MacDill Avenue from San Miguel to the Leroy Selmon Crosstown.

The planning process will encompass three phases, take approximately 8 months to complete and will include broad based community engagement to ensure the Planning Team hears and understands the community issues, opportunities and values for the District.

Phase I: Completed

Listening and Exploring
October 2020 - December 2020

Based on the comments you provide and input from our Project Team, we will develop various conceptual design options for the future of the District. This may include new street layouts, possible hardscape materials, landscape design, street and pedestrian lighting, and signage and wayfinding. The concepts will also consider utility impacts, existing structures, and landscape.

Phase II: Completed

Conceptual Design Development
January 2021 – March 2021

Based on the comments you provide and input from our Project Team, we will develop various conceptual design options for the future of the District. Phase III

Refinement
April 2021 – July 2021

Based on the feedback we receive from you, we will refine the concept designs into one solution for the Palma Ceia Commercial District. The plan will include a detailed implementation plan, identifying steps, actions and capital projects to be undertaken.
