Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, Reallocation, and/or appropriation of $7,615.99 within the Police Grants Fund for use by the Tampa Police Department for the Online Sting Operations Grant Program from the Florida Department of Law Enforcement; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation and/or appropriation of $650,000 within the Private Donations Capital Projects Fund for use by the Small Neighborhood Parks project; providing an effective date.

Motion: (Hurtak-Maniscalco) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $334,748.48 for the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by Infrastructure and Mobility Administration Department within the Central Tampa Tree Trust Fund, South Tampa Tree Trust Fund, and Citywide Capital Project Improvements Fund; providing an effective date.

Motion: (Hurtak-Maniscalco) That Council moves to address said item after lunch. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $135,533 for the Water Works Park ADA Improvements within the Tampa Heights Riverfront CRA; providing an effective date.

Motion: (Carlson-Maniscalco) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025, approving the transfer, reallocation and/or appropriation of $5,354,695 within the Transportation Grants Capital Projects Fund and $4,700,000 within the CIT Series 2016 Bonds Capital Projects Fund for use by the UNITE: Ashley Drive project; providing an effective date. (Continued from February 20, 2025 and April 3, 2025)(Motion to reschedule from June 5, 2025 initiated by Hurtak-Clendenin on April 10, 2025)

Dennis Rogero, Chief Financial Officer, appeared and provided Council with an update on said agenda item.

Motion: (Hurtak-Maniscalco) That Council approves the reallocation and/or appropriation of $5,354,695 within the Transportation Grants Capital Projects Fund and $2,000,000 within the CIT Series 2016 Bonds Capital Project Funds, Brorein Street category, for use by the UNITE: Ashely Drive project. Motion carried unanimously.

Motion: (Hurtak-Miranda) That Staff return with a substitute resolution that includes the motion made by Councilmember Hurtak. Motion carried unanimously.

Substitute resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025, approving the transfer, reallocation and/or appropriation of $5,354,695 within the Transportation Grants Capital Projects Fund and $2,000,000 within the CIT Series 2016 Bonds Capital Projects Fund for use by the UNITE: Ashley Drive project; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $306,046 within the High Intensity Drug Trafficking Areas (HIDTA) Fund for the 2025 HIDTA Grant for the Tampa Police Department; Providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $234,000 within the Wastewater Operations Fund for use by the Wastewater Department for capital lease agreement for Annual Boiler Rental; providing an effective date.

Motion: (Maniscalco-Viera) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $4,000 within the General Fund for use by the City Attorney for the Florida Bar Student Internship Program; providing and effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $20,000 within the Transportation Grants Capital Projects Fund for use by the AARP Community Challenge Grant project; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $50,000 within the General Fund for use by Tampa Fire Rescue to purchase capital emergency medical services equipment; Providing an effective date.

Motion: (Viera-Maniscalco) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $1,089,624 within the General Fund for use by the Tampa Police Department for the reclassification of ShotSpotter Gunfire Detection System under GASB 96 Guidelines; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $130,134 for the H. F. Curren Final Sedimentation Tanks 1-6 Process Air Piping Replacement Project to be used by the Wastewater Department within the Wastewater Capital Construction Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $9,480 within the HOME Investment Partnerships Program Grant Fund for HOME American Rescue Plan (ARP) Program Grant Activities; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $60,000 for use by the Mobility Department within the Stormwater Service Assessment Fund for a stormwater sweeper payment; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $1,826,285 from the Multi Modal Fee Central East District Fund to the Multi Modal CIP Central East District Fund for use by the Glen Avenue Sidewalk and Safety Improvements project; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $10,000 for the Shaping the Future of Food-Waste Management Innovative Pilot Program within the Solid Waste Grants Fund for use by the Department of Solid Waste and Environmental Program Management; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $700,000 within the Channel District, Downtown, Ybor 1 and Ybor II Community Redevelopment Area (CRA) Funds; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $ 298,482 within the Fleet Maintenance Operations and Fleet Maintenance Capital Funds for use by the Logistics & Asset Management Department/Fleet Maintenance Division for the purchase of transportation equipment for Parks & Recreation and Neighborhood Enhancement; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $160,000 for the GTE building capital lease for use by the Water Department within the Water Operations Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $2,000,000 within the Transportation Grants Capital Projects Fund and $1,000,000 within the Multi Modal CIP Interbay District Funds for use by the MacDill Airforce Base Access Improvements Project; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $85,000 within the General Fund for use by the Tampa Police Department for operating capital expenses involving Optiv Security and Vehicle Equipment; Providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $889,942 for the Harbour Island Force Main Replacement Project to be used by the Wastewater Department within the Wastewater Capital Construction Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $18,620,495 for the Community Redevelopment Agency (CRA) Unit Creation and Conversion Program within the Channel District and Downtown CRA funds; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $16,170 within the Fire Grants Fund for use by Tampa Fire Rescue for the 2024 Homeland Security Grant from the State of Florida Division of Emergency Management; Providing an effective date.
