Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $5,501,600 for the Citywide Wastewater Collection Systems Repair Project to be used by the Wastewater Department within the Wastewater Capital Construction Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025, approving the transfer, reallocation and/or appropriation of $5,354,695 within the Transportation Grants Capital Projects Fund and $4,700,000 within the CIT Series 2016 Bonds Capital Projects Fund for use by the UNITE: Ashley Drive project; providing an effective date. Dennis Rogero, Chief Financial Officer; Vik Bhide, Mobility Director; and Brandon Campbell, Transportation Services Director, appeared and answered questions from councilmembers.

Motion: (Hurtak-Viera) That said agenda item be continued to June 5, 2025 under Staff Reports and Unfinished Business. Motion carried unanimously by voice roll call vote of 6-0 with Maniscalco being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $21,180,255 within the AFT Surtax Network Operating and AFT Surtax Network Capital Projects Funds for use by the Mobility Department; providing an effective date.

Motion: (Hurtak-Viera) That Council adopts said resolution. Motion carried by voice roll call vote of 4-2 with Clendenin and Miranda voting no, and Maniscalco being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $650,000 for the Morris Bridge VFD Pumps Replacement Project for use by Water Department within the Water Renewal and Replacement Fund; providing an effective date.

Motion: (Hurtak-Miranda) That Council adopts said resolution. Motion carried unanimously by voice roll call vote of 6-0 with Maniscalco being absent.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $40,000 for use by the Neighborhood & Community Affairs Department within the General Fund for the purchase of audio & video equipment for a conference room at the City Center at Hanna Avenue; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $700,000 within the Channel District, Downtown, Ybor I and Ybor II Community Redevelopment Area (CRA) Funds; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $297,550 within the University North District Transportation Impact Fee Fund for use by the Commerce Palms Dr and Compton Dr New Signal project; providing an effective date.

Motion: (Clendenin-Viera) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $5,000 within the General Fund to provide for a contribution to Elevate Tampa Bay within the Social Action and Arts Funding (SAAF); providing an effective date.

Motion: (Miranda-Clendenin) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $10,000 within the General Fund for the Development and Economic Opportunity Department activities; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $500,000 for use by the Mobility Department within the Utilities Services Tax Fund and the Stormwater Service Assessment Fund for ditch maintenance; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $2,000,000 within the Downtown Core and Non Core Community Redevelopment Agency (CRA) Funds and the Non-Ad Valorem Note Fund for the Series 2021 Note debt service; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $56,500 within the General Fund for a Temporary Agency Contract Position for the Development and Economic Opportunity Department; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $384,040 within the Police Grants Fund for use by the Tampa Police Department for the 2025 Community Intervention and Prevention Grant from the Office of Justice Programs, Florida Department of Law Enforcement; Providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $8,886.58 within the Community Development Block Grant (CDBG) Fund to appropriate program income for CDBG program activities; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $63,682.16 within the State Housing Initiatives Partnership (SHIP) Grant Fund to appropriate program income for SHIP Grant Program activities; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $75,000.00 within the Florida Department of Transportation (FDOT) - Interstate Highway Expansion Phase I Trust Funds for historic rehabilitation of property; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $45,000 within Law Enforcement Trust Fund - State Forfeiture for use by the Tampa Police Department for community investment grants; Providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $205,000 for operating expenses for e-Builder managed services for use by Contract Administration within the General Fund; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $84,151.92 within the HOME Investment Partnerships Program (HOME) Grant Fund to appropriate program income for HOME Grant Program activities; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $92,944 within the State Housing Initiatives Partnership (SHIP) Grant Fund for SHIP Grant Program activities/Down Payment Assistance; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $25,799.40 within the Public Safety Contributions & Donations Fund from Firehouse Subs Public Safety Foundation for use by Tampa Fire Rescue for the purchase of sixty (60) Fastwrench Tools; providing an effective date.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $4,694,740 for interest and other income within the Central Park, Channel District, Downtown Core, Downtown Non-Core, Drew Park, East Tampa, West Tampa, Tampa Heights Riverfront, Ybor I and Ybor II and Master Infrastructure Project (SPP) Community Development Agency (CRA) Funds; providing an effective date.

Motion: (Miranda-Clendenin) That Council adopts said resolution. Motion carried unanimously.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $17,361 within the Utilities Services Tax Capital Projects Fund and $279,179 within the CIT Program 6 FY21-FY26 Capital Projects Fund for use by the Port Tampa Community Center Solar PV Installation project; providing an effective date.

Motion: (Miranda-Henderson) That Council adopts said resolution. Motion failed by voice roll call vote of 2-5 with Carlson, Hurtak, Clendenin, Viera, and Maniscalco voting no.
