State Housing Initiatives Partnership (SHIP) Per F.S 420.907-420.9079 and Rule 67-37 of the Florida Administrative Code, SHIP funding may be used for single family and multi-family acquisition, rehabilitation, new construction, Down Payment/Mortgage assistance programs, Homeless Prevention Security and Utility Deposits, and Foreclosure Prevention Counseling. SHIP funding has various income and set aside requirements as outlined in the Local Housing Assistance Plan (LHAP). Program Administration is capped at 10% per year.

- Metro Inclusive Health SHIP Rental Assistance Programs provide financial assistance for eligible households within the City of Tampa to obtain or remain in quality, safe, decent, and affordable rental housing. The program assists individuals or families to reduce the time in which they are experiencing homelessness or at risk of homelessness and sustain housing with:
- Rental Security and Utility Deposits assistance: Eligible utility deposits include only provider-mandated deposits for water, sewer, electricity, and gas. Assistance is provided to very low- and low- income households. Applicants must be homeless, or at risk of homelessness because of the inability to pay the security and/or utility deposit. Assistance is limited to a one-time award.
- Eviction Prevention Assistance: Intended for renter households that have recovered from a temporary hardship that resulted in missed rental payments. Assistance is provided to very low- and low-income households. Applicants must be at risk of homelessness because of the inability to pay the past due rent.
- Rent Subsidy Assistance: May pay rent ongoing for up to 12 months – or until the lease ends. Assistance is provided to very low-income households, defined as 50% of AMI or less. Applicants must be experiencing homelessness or at least one adult who is a person with special needs (FS 420.004).
