2025 9% Low Income Housing Tax Credit (LIHTC) Request for Proposals

As the City of Tampa continues to address housing affordability, we are excited to announce the release of the 2025 9% Low Income Housing Tax Credit (LIHTC) Request for Proposal’s. Per the Florida Housing Finance Corporation (FHFC)2025 RFA request cycle the City will make one award under the “Geographic Area of Opportunity/Small Area Difficult to Develop Area (SADDA)”. A list of census tracts that qualify as Geographic Areas of opportunity is available on this page. It is the responsibility of the applicant to verify that the proposed project is in one of the designated areas. Project must be located in the City of Tampa limits.

All applications will be processed through the City of Tampa’s Purchasing Department and any questions should be directed to Purchasing Department.

An optional technical assistance workshop will be held by City staff on April 15, 2025, at 10:00 AM EST at Hanna City Center, 2555 E. Hanna Ave. Tampa, FL 33610.

Applicants are invited to ask questions and receive technical assistance at the workshop.

All questions are required to be submitted through the OpenGov platform. City staff will hold an optional technical assistance workshop

Please be advised that clarification questions are due by April 21, 2025, and all responses will be provided on or before April 24, 2025.

Complete applications are due by May 2, 2025 at 12:00 PM EST and must be submitted through the OpenGov platform.

All applications will be reviewed by staff to ensure that the minimum threshold requirements are met. Applications meeting the minimum thresholds will be evaluated and scored by the City’s Review Committee, and a recommendation for funding award made. It is anticipated that the award announcement no later than May 30, 2025.

The Affordable Housing Advisory Committee (AHAC) meet on the 3rd Wednesday of each month at 1:30 pm. The meeting is held in our Harbor and Bay Conference Room at 2555 E. Hanna Avenue, Tampa Florida 33610. The Harbor and Bay Conference Room is located on the 3rd floor of the City Center building. Everyone is invited to attend. You will be required to provide picture identification.

 

AHAC serves as the advisory review board to periodically evaluate established policies, procedures, ordinances, land development regulations, and the local government comprehensive plan, and reports its finding to the Mayor and City Council with recommended changes.

The upcoming 2/19/25 AHAC regular meeting will include the review of the proposed 2025-2027 Local Housing Assistance Plan (LHAP) for the City of Tampa for submission to the Florida Housing Finance Corporation to include Strategies for the expenditure of State SHIP funding allocated to the City. Improving Lives and Communities Across Tampa

The Housing and Community Development Division (HCD) plays a lead role in the development of housing and citizen support programs to serve the city's low and moderate income households, homeless, and disabled populations. HCD maintains and expands housing opportunities for low and moderate income persons and families in the city by:

  • Preserving the city's housing stock through rehabilitation and repair assistance programs.
  • Expanding the supply of affordable housing for lower income renters and owners, including first-time home buyers.
  • Serving the needs of the homeless community and partnering with homeless service providers.
  • Providing impartial, unbiased investigation services for discrimination complaints in the areas of employment, housing and public accommodation to any person who believes they have been discriminated against.
  • Providing outreach activities by offering employment, housing and public accommodations seminars / workshops to keep the public informed about their civil rights.
